Can I use Moby’s installment options if the transaction value exceeds my spending limit?

Yes, any amount in excess of your spending limit will simply be charged to your first payment in addition to your first instalment amount
Example:

Customer A is given a spending limit of RM 1,500.
Customer A wishes to purchase a handbag worth RM 1,800 using MOBY ’s Pay in 3 Instalment Payment on the 23.03.2023
The below will be Customer A's Payment Schedule:
